Although I agree with Dave Barry's assessment that the federal government is our common enemy, it really makes no sense at all for each state to set an energy policy. Emissions cross state lines, energy is often produced in another state and transferred to the using state, and it interferes with the Interstate Commerce Act to order one state to obey anothers laws. As for ethanol, Minnesota has an E20 mandate that will go into effect January 20013. There's a chance more states will approach that level by then, which might make car manufacturers extend their warranties to cars that are forced to use E20, but as a stand alone state I (and all my fellow Minnesotans) am pretty much out of luck.
