I'm also in Ottawa. I've just ordered Michelin Primacy Alpin PA3 tires and steel rims. Balanced and installed $1120 taxes in (after Michelin $100 rebate). I'm going to Commercial tire, who I've had a lot of success with in the past. I'll be getting them on Thursday, just in time for the first snow.

I first went to Costco, who has better prices, but they couldn't promise they'd still have rims when my tires come in (they're special order at Costco). I asked if I could just buy the rims now and set them aside for the tires when they arrive. They refused, saying that I couldn't buy the rims until the tires were already in, meaning that I could wind up stuck with tires and no rims. No thanks.
