When we were living in the DC area, I often remember wondering on I-66, I-70, I-95 and I-495 (the beltway,) "What happened to the minimum 45
mph limit???" I was especially amused by the 'standing waves' . . . those places where cars approach at nearly the speed limit and then come to a dead stop before accelerating back to the speed limit.
