It's a guesstimate based upon the amount of gas that it thinks is in the tank. I imagine when the tank is low and the gas swishes around in the tank, the meter can be fooled into thinking that there is more or less gas than actually is there.
But, at best, it's only a guesstimation. It's like trying to figure out which weatherman has the most accurate forecast for the weekend.
I never spend more than a half a second looking at the readout. I only look when I am cycling through to get to the one I want to see.
