Hybrids do not qualify. They USED TO, I think back in 1999-2000 for the Insight.

Funny story - when the rules changed, my co-worker who owned an Insight at the time had a Deputy actually COME KNOCK ON HIS DOOR at his home and confiscate the Alt Fuel plates right off his car. No joke.

There is some Legislative talk about doing something for the Hybrids in regard to HOV lanes in AZ, but have not heard any recent news on that.
