Free or Discounted Parking

California

Los Angeles

Free Parking for Zero Emission Vehicles (ZEVs), Super Ultra Low Emission Vehicles (SULEVs) and certain Hybrid Vehicles - Pilot Program
If you own a Zero Emission Vehicle or Super Ultra Low Emission Vehicle as defined by the California Air Resources Board, you may purchase a California Clean Air Vehicle Decal from the California Department of Motor Vehicles. Once you have purchased and affixed the decal to your vehicle per DMV instructions, you can park without depositing coins at on- and off-street metered parking spaces throughout the City of Los Angeles (however, you remain subject to the posted time limit restrictions and other higher order parking restrictions like Tow Away and Street Cleaning.)

On October 1, 2004, participation in this free metered parking program was extended to four hybrid vehicle models: the Honda Insight, Honda Civic Hybrid, Toyota Prius, and the Ford Escape Hybrid. The eight-month pilot program for hybrid vehicles is due to expire at midnight on June 30, 2006.

FREE parking at Downtown San Jose public parking facilities and on-street meters throughout the City for Clean-Fuel Vehicles with the Clean Air Decal in the City of San Jose. Only applies to vehicles purchased from San Jose dealerships, and only brand new vehicles can apply. purchased in San José.

Hybrid cars will not have to pay for metered parking in New Haven, Connecticut.

Owners of hybrid and alternative fuel vehicles will not have to feed the parking meters in New Haven, Connecticut. The city joins San Jose, California; Los Angeles, California; and Albuquerque, New Mexico in offering this benefit.

New Haven's Mayor John DeStefano said the ordinance will help public health by reducing automobile emissions. About thirty cars in the city currently would be eligible for the hybrid free parking decal when it becomes available later this month.

We've just announced the new Hybrid Vehicle Parking Program, which will allow owners of select hybrid vehicles (the Honda Civic Hybrid, the Honda Insight and the Toyota Prius) to receive a 50% discount on their monthly parking rates at all City parking facilities.
Technological advances in hybrid vehicles, an increased awareness about the damage done to the environment by fuel emissions, and a rising concern by consumers over gas prices has led to increased sales and registrations of hybrid vehicles throughout the United States. Last year, 1,514 new hybrid vehicles were registered in the Baltimore area. This represents almost an 80% increase over 2003, and this rising trend is expected to continue. For now, this first phase applies only to garage “monthly contract” parking, but we intend to expand the hybrid program to parking meters throughout the city in the near future.

To qualify for the program, individuals must apply at the Parking Authority offices, located at 200 West Lombard Street, Suite B, and furnish the following necessary documentation:
  • proof of purchase of their hybrid vehicle;

  • receipt that all applicable city taxes have been paid for the purchase;

  • no outstanding parking tickets; and




    <
  • a $25 application fee payable by check or money order.

Once the application process is complete, individuals will receive a 24-hour access card and the Hybrid Program decal for their back window. Parking spaces in each garage will be reserved for the program. For more information, interested persons should call, 443-573-2800.
















New Mexico



Albuquerque


Beginning March 31, 2005, a new ordinance allows any hybrid vehicle to park free at any city meter for the duration of that meter.

The ordinance was passed by City Council, and signed by Mayor Martin Chavez.

The vehicle must be registered with the City’s parking office, located in Room 510 Plaza Del Sol. An identification sticker will be given to the operator, who will then place the sticker on the left rear window of the vehicle.

Please be aware, this doesn’t mean hybrid vehicles can stay parked at a meter all day. The free parking is only for the duration of the meter where the vehicle is parked. Hybrid vehicles with stickers that are parked longer than the allotted time will be cited.
