I'm not sure how to phrase this, but here goes.
When I am coming to a red light, I can ease off on the gas enough so the instantaneous mileage goes way up, but not enough for the battery to charge.
I suspect this is similar to coasting.

Need fewer troops to support.
Drive a hybrid.
Best tank 71.65 MPG.
