Is a Bushian "budget mixup" any different from a Clintonian "bureaucratic snafu"?

In fact, IMO the NREL should be abolished. If you want innovation and fresh ideas, the absolute last place you'll find them is in a nest of govt. bureaucrats.
Let the private sector work its magic. We'll get alternative energy faster and cheaper.
