There is no time the Civic is only electric, but there are many times when the valves are closed down and there is no gas intake and basically the gas engine is just moving...but not consuming any gas.

for all intent and purposes this can be considered electric only (ev). the ice is consuming no fuel and the spark plugs are inert. the car is operating entirely off of power from the electric motor.
