Default Different EPA ratings for different parts of the country

I came across the EPA website and looked up 2007 cars. The top car is the 2007 Toyota Camry hybrid, but according to this site it is only the versions sold in the states that follow the California emissions requirements and possibly the neighboring states. Numbers 2 through 7 on the list were also California versions. Number 8 on the list is the TCH for the rest of the country. I didn't realize that the TCH (and the other cars in the top 8 slots) had different versions for environmental reasons.
