It's not by date, it's by volume sold.
You can get multiple deductions for multiple vehicles.

No. The break is for domestic use only, and only if you keep it and don't sell it.
www.irs.gov has all the info. It may be a bit difficult to understand, but you can always send them an e-mail, as well as talk to your salesperson.
