What you need to do is add the lower speeds to the chart and find out where it levels off at the low end. You might fnd around 20mph mileage drops off. Then you can get your peak. This will be the most a driver can get with cruise control. I'm betting it will be a bit lower than what a skilled driver can get.

The lower range needs to be mapped. We do have a simulator plot but I prefer to benchmark the performance.
As long as there is no minimum speed for a vehicle endurance run, one might as well try the maximum MPG, endurance speed but it would be boring. It would be safer to automate everything and just monitor the systems.
