Because they are designed to meet US regulations which don't require them.

North American regulations and technology often lags far behind the rest of the world. Manufacturers here have always preferred to sell sizzle rather than substance. For example it was many years after superior radial ply tires became standard in Europe that NA manufacturers switched over from the inferior bias ply type they were selling here.
