Fan run on is normal in alot of cars now. Just cools the radiator down post drive to a safe level. Seeing that most rads. now have plastic on the top and bottom, extracting the extra heat helps to make them last longer. Also if the car has just purged the water in the block for cooling and you just parked it. That means theres water in there that could be as high as 210f. Thermostats on cars are set at a much higher temp than in the old days. Operating psi for cooling systems are also higher now days. 12 to 17 psi is very common some sealed systems run at 21 psi. In those type systems the water pump is more for moving water thru the heater coil and less for moving water from the block to rad.
As for the fluid level. Check and see if theres dip stick on the bottom of the cap. Our Accord has the washer fluid bottle stuffed down in a fender. You can see the top of the tank and the neck. Pull the cap off and theres a dip stick on it.

I thought it was a nice touch. But really not needed on the I4.
