Has anyone installed the aftermarket foglights that can be had on ebay for $20.00 ? After my first winter with my '03 Hybrid, I found that the headlights shine up into the snow and tend to make it difficult to see, yes even on low beam. I have checked the alignment as well and everthing is perfect.
I looked into the factory fogs but they are over $250. plus installation. Just wondering about anyone experience with this product and if you thought the time was worth it.

Not sure what fogs you are talking about for $20, but I have some european imported fogs and they seem to work pretty well. I don't know what country you are in but in the US their are no fogs made for our car so you will have to go with generic foglights if you live in the us. Mine are from japan or somewhere in asia.

Will the foglights for a regular '03 Civic fit our Hybrid??

No they wont the bumpers are different. You could probably replace your front bumper with a non hybrid 03, but then it just wouldn't be the same I like the hybrid bumper
