Default Mysterious thing under hood of 2006 HCH???

I opened the hood (not hoof ) of my 2006 HCH2.
There is a thing between the windshield and the engine.
I can't figure out what it is.

It seems to be a vent that you can open and close.
It has this writing on it, “FRAME NUMBER”.
It was closed when the car was new.

What is its function?

Close up with it slid closed:

Wider shot for reference - it is at the top:

Drive a hybrid.
Best tank 71.65 MPG.

Before this car I spent two years learning hypermiling on my 2004 HCH1.

The answer is on page 240 of your owners manual...

I'm surprised they designed it this way but it is another location for the VIN.

From manual Pg 240:

"The VIN is also located on the engine bulkhead. Slide the cover on the engine compartment bulkhead to view the VIN. Always close the cover when finished."

Indeed.

There must have been some reguation or some good reason the number had to be stamped right there.

The only thing that I can guess is that it is an extra 'security feature'. Most Vehicles have the VIN on the door, on top of the dash just under the windshield on the drivers side and also up inder the dash under the steering column. Most theives know of these places and either change or scratch off the VIN on vehicles they steal. I take it that most theives may not take the time to look in that place. If the car every does get stolen...god forbid...and the car is found....this might be that extra chance the car can be match with the right owner. ...But who knows

I know.
They printed "FRAME NUMBER" in English because the guys at chop shops don't read English.

The VIN number is also on your trunk. I was told that they put in it various places one the car so that they (a dealer) knows when it has been in an accident if you go to trade it in. Or at least that is one of the reasons.

i suppose it came in handy for the dealer that I traded my '04 in to (granted, I was honest about the accident without knowing that) as they gave me less because it was no longer stamped there.

Although, that would be one serious accident for that part under the hood to be replaced.
