I've heard differing opinions. Some say the lanes (at least here in California) were congested to begin with. The DMV or AQMD, I think, quoted a rough 1 minute time savings / mile. I get some lift, but definitely not that much!!!

Have you seen any change to the traffic flows in HOV lanes--California or anywhere else this may apply?

I would say that scofflaws have a much greater impact on car pool lanes than hybrids. Until the CHP takes its responsibility for enforcing carpool lanes seriously, I think it would be outrageous to blame hybrids for any congestion.
