I'm still waiting for my car now it's will be next week. So I continued to study the design, the 2008 still has rear drum brakes.The last car I had with rear drums was an Audi 4000 in the 80's. Now with re-gen braking Honda must have determined that disk brakes cost more and therefore not needed, but disk brakes are about 40% less weight then drums. So should I plan on replacing the rear brakes along with LED lights, nitrogen air in the tires and 0 weight oil to increase my FE

Nah! You have to create a baseline first to see what the changes do for you. Only one I like of your list is the 0W20 (at the first oil change - no need to do it early). Best wishes...

By and large, the vast majority of sites out there singing the praises of nitrogen filled tires are trying to sell you the product/service.

Air = 78% Nitrogen 21% Oxygen 1% other gases.

If discs offered an efficiency advantage over drums on the rear, Honda would have used them.

I am not sure the weight difference is as much as you state. Anyway, the regenerative braking function does a lot of the mild work (through the front wheel, of course).

I think Honda did that for safety. Do you think it will fit if you replace it with disk brakes?

The car has drum brakes on the rear for a couple of reasons:
Disk brakes are more prone to dragging than drum brakes.
You have regenerative braking.
Most of the braking force is needed on the front wheels.
