In our continuing effort to work deals on 2006 HCH's, we checked back with the IRS website and to our amazement that the Honda's had been added!!!!

That's a mistake. The Civic GX is the non-hybrid, Natural Gas fueled version of the Civic which sells for $24,590. Unfortunately Honda has never made a natural gas hybrid.

Well that's very confusing. It has a price and a tax credit- but has never been made. I feel like there must be a story in there somewhere.

The Honda Civic GX IS made and sold in certain areas. It just is NOT a hybrid. It is a Natural Gas car. This is s goof of the IRS listing.
But as a natural gas car, it too qualifies for the same tax credit. Notice the large $4000 credit, which means it scored very well in the government's complex formula of how much better than the average (similar) vehicle this one is in fuel economy and emissions.
The downsides to this vehicle are its limited availability, limited range (150-200 miles, I think), and limited refueling options (other than setting up refueling at home - Phill). It could be a quite acceptable commuting car option, if it were available in more places.
