California Clean Air Notification - GreenHybrid

I just received the following notice from the State of California DMV. Will they be discontinuing the HOV benefits? Seems to me like they're trying to ween us off early. Will they be sending notices to all drivers that state that the carpool lane is for carpools only and you can't cross the double yellow to get into the carpool lane? Just a few thoughts.

ABOUT YOUR CLEAN AIR VEHICLE STICKERS!
(An Important word from DMV and Caltrans)

Carpool lane may be restricted at any time by state and federal law for all Clean Air Vehicles carrying fewer occupants than the posted minimum requirement, if their presence is determined by Caltrans to contribute to increased traffic congestion, increased travel times, decreased sustained travel speeds, or other factors affecting any carpool lane or segment of that lane.
The Clean Air Vehicle sticker program expires January 1, 2008, making all stickers invalid as of that date, unless the law (California Vehicle Code Section 5205.5) authorizing their use is extended beyond that date.
Clean Air Vehicles that meet the posted minimum occupancy requirements for carpool lanes are not subject to the above restrictions.

I got the same thing, and haven't received my stickers yet.

From the begining the CA stated that it would expire on 1/1/08. This is more of a threat for carpools that have time restriction with more psg in vehicles.
