You need to use a bit torrent client software, such as
http://azureus.sourceforge.net
The .torrent file is just a signature and location of the 'tracker', the file itself is "in" a peer to peer network, but lives on whomever is sharing or downloading the file's computer. The client will load the .torrent and then connect to the network and download the file.
A good [free] video player that doesn't need any codecs is here:

It can handle most common video formats and will run on pretty much anything.
