actually, by law, it's the driver's responsibility, before entering an intersection to assure that it is safe to enter that intersection, regardless of whether it has a stop sign, a stop light, or neither - and only enter if deemed safe. In any town on any day a vehicle may be entering at a high rate of speed that would prevent safe entry - it could be a violation (speeding, running red light, stop sign) - or it could be an emergency vehicle - police, emt/ambulance, fire truck.
That said, folks running red lights have become a frequent and common nuisance in many communities. I witnessed one just last Friday on my way home.
