No argument that the Prius uses EV more then the HCH, but the fact is the two vehicles get very similar "real-world" milage.
Lets keep in mind these two vehicles recover wasted energy through regenerative braking, but outside of that, the old saying "you don't get something for nothing" holds true. By this I mean running in EV mode requires the battery to be charged. If it is not able to be fully charged by regenerative braking alone, then the ICE is being used, to some degree, to also charge the battery and indirectly propel the vehicle. While not totally driven by electric, the Prius is more like a modern day train locamotive, where an ICE drives a generator, which powers an electric motor, then the HCH. But as MPG shows, the end result is similar.
Taking this one step further, if either vehicle were a "Plug-in" EV, that electric would come from your home (or office) and there is a cost - maybe more / maybe less then generating it using an ICE. It boils down to efficancy.
