Link to the Virginia DMV "Clean Special Fuel" license plate image. These plates are authorized for installation on the Toyota Prius and will allow the vehicle to be driven in all state HOV lanes with only a single occupant. Do any other states have a similar program? Special plates?

I know Florida has a program, but I heard somewhere that police are not notified about such programs and that you can still get a ticket... could be wrong, though.

If the Energy Bill is passed any car with more than a 45 mpg rating will be able to use the HOV with just the driver. I suspect the Virginia law is illegal (requires special VA plate) as it would discriminate against out of state licensed hybrids. Have fun, RIck
