2nd Dealer finally correctly diagnosed an annoying flapping sound coming from behind the steering wheel. Mounted on the firewall is 1....2....3....."EVAP PURGE VALVE" (vents fuel fumes?) ..... extremely loud and annoying (intermittent)
Got it replaced - was not an easy part to locate - and MPG has jumped by 3 miles per gallon!!!!

Actually, the symptom was never present on a full tank. Per dealer: the purge valve is controlled by PCM and is only activated between 3/4 gas tank and empty...never more than 3/4 of a tank...
