Red face Cabin fuse panel

How do you access the cabin fuse panel on the TCH? I see the Knee air bag cover, but no release like shown in the manual. HELP! I must not be looking at something properly.

When looking at the knee airbag cover....

The fuse box is located to the left, above the parking brake pedal. It has a black cover that just pulls off. It is just behind the dash plastic.
