I watched the service tech change my seatbelt code and he had is "laptop" plugged into two ports on the TCH. One to the left and on to the right of the sterring wheel. What's with that?

I don't believe these (especially the free) programs will allow much more than reading and displaying the data and just allow you to reset the error codes. You would need a more specific program for the Toyota Camry to do that.

Not sure what the connection on the left side would be. The OBD II connector is on the right side of the steering wheel.
