Question Soft Black Stuff Inside Rear Wheel-Well...

I noticed it when I first washed my car. It's in the front of both rear wheel-wells. It's soft to the touch and smells oily. I've never seen anything like it before and I assume it's suppose to be there, but what is it and why?
