Actually you are quite right.
In the case of the unthinkable, the few who know me and know of my backyard project know it's only a ROOT CELLAR/Tornado shelter.

And yes there are permanent commercial shelters available from cheap but effective large size storm-drain based steel corrgated piping to ultra-expensive spacious rooms.

We're planning on hiring a contractor to do about 80% of our 7'w x 12'L x 6'H root cellar and then finish the rest ourselves.

If anyone is interested in doing this be sure to research research research

I don't know about you, but I've watched Duck and Cover several times I guess as a historical piece. Personally, I found it mildly frightening that the world actually went through a time when we had to show grade school kids videos about when "the bomb" was going to come. I mean, it wasn't even like this was thought to be a mild possibility, it was shown much in the way that we know tornados and hurricanes come, we just don't know when. It's terrifying to imagine a world where you must always be in fear of atomic war.
