Ah. You are far more capable in that area than I am. Here you go:

2X 28-100V LED power supplies in series for pack (constant current 350mA, voltage will rise as battery charges)
1X 12V PS for fan power
Board on which to mount

Search "HCH1 fan control" on insightcentral.net. Peter Perkins (retepsnikrep) has a wiring diagram for a PWM controller design. I believe it will work for the HCH2 except the PWM signal is inverted, so the pot adjustment will work in reverse.

There is also an option on eBay for $50. I don't know if it works, but it's a relatively cheap option if your time is more valuable than what you might save DIY.
