Sounds like the hybrid sys is not quite right, but my point was even if the hybrid part wasn't helping at all the mileage would be better than 10-11 mpg.

I never got below 17 mpg. Make sure you calculate it from fill-up to fill-up. Even when towing, I got 15mpg. If it still has <100k miles it is covered under the hybrid warranty.
