This is about right (average), especially for your first couple of tanks as a new hybrid driver and based on the driving conditions you describe.
And you are correct, that on acceleration (soft or hard), the MPG will read between 10-20mpg. This is normal. I tend to accelerate quickly and find this improves my fuel economy (less time at low MPGs during acceleration).
I doubt your tires are having much of an affect on your fuel economy. The fact that they are wider will actually give you a bit better handling. I suggest you inflate them to the maximum recommended tire pressure. This will give you a bit better fuel economy but also a bit harder ride.
Are you using your A/C? Turning it off will improve fuel economy significantly. Driving at or under 40mph and coasting into stops will also improve FE.
