Re: toggle switch under dash?
That's really strange. I installed a toggle switch like that (but cleaner) in my wife's Buick Enclave to 'trick' the stock NAV unit into thinking the car was stopped so we could enter a destination while the car was moving. I cut the VSS (Vehicle Speed Sensor) wire, and placed a switch in between. I don't think that's the case here.
Years and Years ago my wife (then girl friend) had a '76 Toyota Celica that had an intermittent ignition problem so I permanently hot wired it to a push switch under the dash. If the car didn't start with the key, she could simple push the button under the dash and it would go. As long as the key was in the ignition to unlock the steering, everything was fine. Cars were so much simpler back then.

It is probably something to do with FAS for hypermiling. Probably stops the ICE when in neutral? Only a guess. What does it do in on or off? Have you traced the wires? Maybe it is a anti theft switch? H
