Underneath/Side panel material... bumpy?

Underneath/Side panel material... bumpy?

I just bought a new Hybrid last night 2012 and I happened to look under the car and it seems that the side panel as it slides under the car has a very popcorn/speckled material. Is that normal?

Yes it is normal. It has been like that since 2006 model year. H
