If you mean the gizmos like the ELM-27, I believe they just transmit whatever is available on the OBD port. It's the app/device receiving the data that has limitations. In my case, I could find no app that works with my smartphone (Symbian) that would recognize the hybrid codes. Smarter smartphones may be able to use apps that will deal with the hybrid codes.
I know the hybrid codes are available on the OBD port, partly because we know that from people who have Scangauges, and partly because I saw them on my mechanic's very fancy OBDII scan tool.
