a/c switch doesnt keep ICE running

a/c works fine when ICE on, while in AUTO or defrost on, works ok until coming to stop and goes into EV mode,vehicle wont stay in ICE mode. Does anyone know how HVAC controls ICE to keep running?

Only the settings marked in orange will keep the car in ICE mode. On my 06/07, the regular AC is marked in white, but the Max AC is orange.
