Default FEH Cooling Fan Problems

I am new here today, and I own a 2009 Ford Escape Limited Hybrid that I bought on March 5, 2018 that is only getting between 23-27MPG AVERAGE. I belive that the hybrid battery fans are not runnning, and I need to find out how to test them so I can go to the dealer to get them replaced under warranty. This truck has only 87,000 miles, is in California where the warranty is 10 years and 150,000 miles. I have replaced the thermostat with a 190 degree Fahrenheit about one month ago, the dealer replaced the AC compressor about a month ago because it was leaking, and of course, it was at the dealer's outrageous price ($2000) to do that. NOW, I am wondering if the compressor should have been replaced under the warranty, too, because it is part of the hybrid system?.
