Not even I would attempt to "prove" that regenerative braking is "derated" in cold climates.
So I'd leave that task to the fools.
Oh, you can walk into any Ford dealer and get an owners manual along with a quiet place to read it.
Some dealer service managers will even give you free and open access to the factory shop/repair manuals.

The Forum has a feature to "ignore" a user. I have placed wwest on my ignore list and I suggest you do the same. I saves a lot of time and misinformation.

More misinformation.
Newer, later, US patents seem to indicate that the coastdown regenerative braking is not initially derated as a function of low, freezing, temperature. The derating results from actual ABS activation during regular braking or even coastdown regenerative braking. During ABS activation the ABS on/off dutycyle is used to determine roadbed conditions and should the roadbed be deemed to be largely non-tractive then coastdown regenerative braking will be derated to as little as 10% of normal conditions as long as the low OAT condition holds.

Here's a very simple experiment: look at some of the threads wwest has posted in and see how many times the original poster actually has been helped by his verbiage.
Doing that will clearly tell you whether or not he's worth listening to.

Can we please get back to the topic at hand and just ignore the incredibly rude 800 pound gorilla in the room? It does not show on the gauge that it is charging while it's at 2500 rpm, so that is not it. It stays at those rpms for around 10 miles until it has warmed up.

Are you referring to the "assist and charging gauge" found on the Ford dash?
If so, you are not going to see any movement when the hybrid battery is too cold. You will see movement in the scanguage readings and hear of such action from the rear of the vehicle as the battery pack undergoes a series of charges/discharges in an attempt to warm itself.

If not charging why the higher RPM? HV battery possibly not able to contribute it's share, FULL share, of the torque load? Control ECU would know, due to OAT, that regen braking would not likely be available so it "conserves" HV battery charge level?
