I would think that if you limit all accounts to a maximum of, say, 30 posts per hour, for all but the moderators, that the vast majority of the spam that is killing this site could be eliminated. Perhaps the limit needs to be one post per minute, or 20 posts per day. I don't know what the best limit is, but there has to be a good number that would minimize this crap without stifling desirable discussion. Maybe a couple filters need to be used (say, 1 post per minute and 30 posts per day).

How about a "SPAM" button next to the "Report Post" button on every post which can cause a notice to be sent to the moderator? That is, the user can click and move on, without having to compose a message to the moderator, as with the Report Post button. The moderator can easily ignore the few vindictive or mistaken notices in the flood of real ones.
