Actually it's junk.

CD ROM that came with it has archive that 2 computers could not open.
Olde Version of software I downloaded from recommended site will NOT connect to my Camry, ignition in position I, II, or engine started. Does not matter.

So don't waste your time and nerve on it.

It sounds like you weren't get the USB driver on the CD installed properly so the Techstream software isn't able to talk to the OBDC device.

Well daahh, can't install the driver as CD ROM can not be opened. Not the disk itself, the archive on CD either shows as empty or none of the programs I used will open it.
Seller unfortunately was no help. Posted in his ad, he said you can download s/w from www....... and Amazon erased half of the link, as usual, as links may not be posted. So he either gets s/w to me somehow or I send it back, already have it packed.

OK. So I got the tool, installed it and got it to connect to the car so all is good so far. However, it says to remove the ABS motor relays 1 and 2. Which ones are they referring to? The ABS 1 and ABS 2 relays or the ABS MTR1 and ABS MTR2 relays?

If I remember correctly those relays are right there behind the actuator on the passengers shock tower.
