As stated above I agree the fuel is used to cool the fuel pump.

I typically fuel up with 15 to 15.5 gallons.
The needle will be below 'E', the red fuel light will be on, and the range will have been zero for a long time.
As people have noted, the fuel gauge is VERY, VERY conservative. It was designed for those people who tend to mix up the pedals...
If you are forgetful it would be best to fill the tank. If you know your car there is no problem getting maximum range.
I reset my trip odometer at every fill up and keep an eye on it. It is my fuel gauge.
In almost 80k of miles I have never come even close to running out of gas.

well, here's the thing. not to scare anyone. This car does not have any other mean of moving back, but electrical motor. run out of gas - you can move for about another half mile off battery, but when battery is depleted - you are seriously stuck. engine is being started off MG1. That one is run by hi voltage battery. appliances run off 12V battery.
correct me if I'm wrong, but doesn't it say that it takes a special dealership procedure to re-start a TCH with depleted battery? Don't have my TCH on me today, so shooting off memory.

It is not advised to ever just run on the battery if you run out of gas unless absolutely necessary say to pull over or slightly down the road.
You can risk major non-warranty type damage to the hybrid traction battery.
