No 12V at MECS pump

Default No 12V at MECS pump

I'm troubleshooting an overheat and shut down problem on my sons 2007 escape hybrid. I bench tested the mecs and it was dead so I replaced it with a new one. The car is still overheating and I do not have 12V at the mecs pump connector when the key is in the run position car off, or when fully on engine running. I tested the relay and it is good. Looking for any ideas on what to check next. Also is there a consensus on a 2007 if the pump is supposed to run all the time or does the computer turn it on and off as needed?
