I have no idea how to get GM Europe part numbers ... I imagine your best bet would be to call a dealer in the UK and talk to their parts department.
The look isn't that clean imho, more of an afterthought to comply with local regulations, but you'd certainly be the only one sporting that bumper if you could get your hands on it.

I would use a pair of these Hellas and slot in to rear facia. Don't know how to get that one in the picture.

Okay so I asked some of the fellas over on TYF and one of them spotted the fact that the two tail lamps are different on european eskys ... you can see it better here:
What this means is that the rear fog light is actually in the tail lamp on one side replacing the reverse white bulb.
This would mean that those things on the bumper are just reflectors.
