If the flap opens, the spring works If the flap doesn't, the spring is broken or missing Replace it. It's an $8 (??) part available at Toyota...an average DIY-er can replace it in approximately 90 seconds (not including time spent opening the box)...YMMV |

[yes, I've looked - I used to be an engineer on >US$10M automated semiconductor manufacturing equipment, its not obvious] Maybe a picture? b) What is the part number if I buy it at my local dealer?
