The problem is clear. If you didn't get a bad reading, you likely have a VERY dead subpack at the B7-B1 position:
B6 and b14- 16.5v
B14 and b5- 16.5v
B5 and b13- 16.5v
B13 and b4- 16.5v
B4 and b12- 16.5v
B2 and b11- 16.5v
B7 and b1- 3.5v
b1 and b8 - 16.5v
b8 and b2 - 16.5v
b2 and b9 - 16.5v
b9 and b3 - 16.5v
Put it back on the grid charger for 1 hour.
Before disconnecting the grid charger, record the 11 voltages
disconnect grid charger for 1 hour
record the 11 voltages
Report back
The above will confirm the bad subpack will respond to grid charging, and then you should see it fall off again.
16.5 * 10 + 3.5 = 168.5V, which you reported as your total pack voltage. That supports the idea that the subpack has failed.

I took the battery pack out yesterday and did a voltage test on the stick all of the stick except one was reading 16.5v the other one was about 2v so I decided to take the stick that was reading 2v and switch it with one that is reading 16.5v when I mean switch it, I mean the location of it the good stick (16.5)was on the extreme left of the pack and the 2v stick on the extreme right of the pack, so the 2v is now on the left of the pack and the 16.5v on the right. So after I grid charge for 18hour. Now I took the battery back out the the stick which was reading 2v is now reading 16.5v and the stick that was reading 16.5 v is reading 3.4 volts.
Any ideas why? And how to fix?

I think there is a translation issue. I'm having trouble identifying what you're saying.
The subpacks are all wired in series. Either all get current or none get current.
I recommend you turn battery off, remove it from car.
Remove junction board
Take picture of cover plate and post it. Please make the picture as high res and in-focus as possible. Indicate original location of 2V subpack and where you moved it to.
Remove cover plate so all of the subpacks are visible.
Take picture of ends of subpacks and post it.
Directly measure the voltage at the ends of the subpacks.
I've never seen it before, but I imagine that you may have some sort of short in the cover plate. If you remove it, and you see the voltage of the 3.5V stick slowly start increasing.
Unfortunately, if there is a short in the cover plate, it may ruin any sticks in that position, depending on the resistance in the short.
I recommend you leave your pack in the disassembled state until we have a better understanding of what is going on.

Hey Steve bro thanks a million for all the help especially when troubling shooting the orange 14 pin connector.
I got the problem fix it was a break in the screw connector
Other thing though went for a drive and put the a/c on and the soc meter went on empty and the Ima light came back on I took of the Ac and it keeps going up and down now the soc meter that is, is there a fix for that?

You are welcome. It is unlikely that you have fixed the problem.
The HCH2 A/C compressor is partly electric and puts a load on the IMA battery. If there is an issue with the IMA battery the combination of assist and A/C use can throw a code.
What are the tap voltages now?

Tap voltages are the 11 voltages from the orange connector.
The IMA light doesn't come on without codes. Your code reader isn't working.
You need to get the codes read.

On the tap volts I'm getting about 16.1 volts on all 11
Will get it scan today as I'm off from work..
Are my tap voltage reading correct? Does that mean my Ima battery is good?

The tap voltage consistency indicates that all the subpacks are relatively well balanced with one another in the resting state. What remains to be seen is how effective they are in actual operation. When charging and discharging during normal driving (assist/regen), those tap voltage can vary wildly, and this can cause the car to code.
Additionally, all subpacks could have equally degraded capacity, and your pack is very weak.
The code will give a clue.
