Escape hybrid does not start

Escape hybrid does not start
2006 Ford escape hybrid does not start. I did not drive car 2 days and it was cold outside. It has stop safely now message now.
Scangauge II data are as follows:
- Low voltage battary = 12.5V
- Traction Battery State-of-Charge SOC = 0%
- Traction Battery Voltage TBV = 331V
It looks like HV battery died since SOC=0%. But normal Traction Battery Voltage causes me to confuse.
I tried to jump start and no success.
Any thoughts?

Might try checking and pressing the inertia switches in the right front and right rear. Maybe the cold weather popped them (although it never happened to me when I lived in Vermont) or they are going bad. High voltage battery of 331 is pretty good, especially if it is cold. Even though the 12.5 volt looks good, maybe it is still bad.

Sometimes the relays fail to close correctly and my FEH will not start. Just hooking up a small portable power pack to the 12V battery closes these relays and the vehicle will start.
