Keith - Thank you very much for your guidance on this, it has been invaluable. I have not checked for voltage at the PCM connector, because I have not accessed that connector at all. By any chance, is it easy for you to point me to this connector?

Finally got some time and a warm Saturday to work on this car. I had NOT checked voltage at the PCM A connector, Pins 7 and 12, with the key in the START position. I finally disconnected the A connector from the PCM and checked those pins. Pin 12 is at 12V when the key is in the START position, but Pin 7 is NOT. In fact it dials right in to 0.0 volts on my meter when I turn the key. This seems to imply that I have a wiring problem between the under dash fuse box and the PCM A connector. BUMMER! That seems like a nightmare to troubleshoot, and I'm not even sure how to start, other than to start dismantling the under dash fuse box and try to follow wires.
If anyone has any tips on how to chase this down, let me know. Thanks!

Ok, I checked for connectivity between Pin 7 of the PCM A connector and the appropriate side of the No. 23 fuse, and got none. I started disconnecting wire harness connectors from the fuse box so I could see if the problem is in the fuse box itself. But I really need a connector pinout or schematic. I believe I've figured out that the connection from the No. 23 fuse goes thru either Connector F or G, but can't be sure without a pinout or schematic. The 2-volume service manual does not have this level of detail. Anyone?

I'm now in a similar situation: let it sit for 3.5w, went to start it, nothing. When I turn the key (not all the way to start), the gauge flashes some. Windows won't roll down.

No. Remove and load test it at an auto parts store. "GOOD" batteries don't go flat in 3 weeks. Even if it charges up, it's going to screw you again.
If you have access to jumper cables or a jumper box, and can start the car that way, it would be easy confirmation of a bad 12V.
Recommend replacing the stock 151R with a 51R - 40% more capacity. You'll have to ditch the shrouds, but it fits well otherwise.

Fired right up with a USB jump pack.
How long does it take to charge the 12V battery when driving around? If it used a normal alternator I'd have a decent guess, but I have no idea how it works.
