You are correct. The DC-DC converter is what charges the 12V battery and supplies 12V power when the vehicle is "running" (when the key is in the Run position). When the key is off, the inverter or the secondary 12V outlet (if you don't have the inverter) are powered by the 12V battery. This has to be this way because of the HV cutoff relay which isolates the battery pack for safety reasons when the key is off.
