i want to turn it off at 70-80mph(coasting down hill) while coasting to a stop the max speed of auto stop is 30mph also I want my shift lever to last longer.... Because i PRE start the engine going to m4 before I leave a traffic light (just in case)

Fuel is already cut off when you're coasting. That's how it provides engine braking. The Tahoe is already smart enough to not waste gas when it doesn't need to keep the engine running.

it still uses some gas :/ I see the fuel air mixture (data from the o2 sensors ) maybe i need to replace them? i think one sensor is slow and possibly a second sensor

Straight from the service manual:
"Deceleration Mode
When the driver releases the accelerator pedal, air flow into the engine is reduced. The ECM monitors the
corresponding changes in the TP, the MAP, and the MAF. The ECM shuts OFF fuel completely if the
deceleration is very rapid, or for long periods, such as long, closed-throttle coast-down. The fuel shuts OFF in
order to prevent damage to the catalytic converters."
If your Tahoe is not doing all that, it may be due to the AFM disable device you've posted about in the past.

My o2 sensors are showing false data i think my fuel trims are positive 10-12 so it's running lean most of the time ("add fuel")
i tired adding a small restriction but it went far negative fuel trims and ran rough -10 to -12

I wouldn't be worried with trims at 10-12 (especially if you are in a cold region of the world right now)...depending on the temperature outside your truck will trim +/- 25% without throwing a code. Before you go too crazy with programming, might be worth just changing out the front O2 sensors.

it's year around even in the summer time it would go upto positive 29 the O2 sensor is slow to respond after a DFCO event which the sensor will slowly creep up from 0.00
