All they did was take a look and saw that the right rear speed/slip sensor was faulty and told him to replace the hub. You can buy the sensor but the labor to install it plus the sensor will be a LOT more than just buying the hub/sensor as a unit and bolting it on.

As far as the scanner goes, I happen to like Actron on the low end and would get something like this unit:

Actron CP9575

They can be bought for right at $100:

This one is an actual scanner that can read codes, live data and perform basic diagnostic tests on a limited number of sub systems.

I have a Snap-on Modis and a Snap-on Verus at home but trust me, you DO NOT want to know what they cost without having a bottle of nitro around for your heart.

If that Actron scanner will not do what you need done, it's time for a pro to run a diagnostics on the car.

Don't think that one will read ABS codes. Pretty useless for our particular issue then.
Found this one though:

and it's said to read basically all Toyota codes. I am also considering another one that is supposed to read Toyota AND Honda codes, including ABS. $139. Waiting on response from seller.

Does work on most Japanese makes, also reads some hybrid vehicle functions; won't bleed brakes.

The first one you listed will not read any ABS codes for a Toyota. Download the car specific specs and nothing is checked in the ABS boxes.

The second should read generic OBD II codes from any car and is supposed to read Toyota manufacturing specific codes. I would ask them for the actual tests it runs before buying it however as a lot of these types of scanners will do a very simple test (ie: yep, it has an ABS controller...) but will not be able to run actuator tests, wheel sensor/yaw sensor tests, etc.

Well, I stopped by Harbor freight tools on my way from work.

just because it's local and easy to return.
Plugged it in and it did pull U0073 ABS code.

DTC U0073 Control Module Communication BUS Off

With quick googling, I found this thread:

which sort of made me laugh, as I do have that ELM327 BT adapter connected 24/7 to my TCH.
I simply do not remember, if the VSC light started showing AFTER I started using that adapter, or before.
Anyhow, scanner easily cleared the code, and I diligently pulled that BT adapter out. Somehow, I safely assume, that what works for Prius, should pretty much work for TCH, as they both came from the same womb.
We'll see how goes it.
Btw, I found what was causing the whoomp in the rear at take off. Was rust build up on rear parking shoes, pass side. Gave it few shots of brake cleaner, cleaned rotor inside - been 2 weeks, no whoomps.
